Changes the order of installed sticker sets

Params:

Name	Type	Required	Description
is_masks	Bool	Yes	Pass true to change mask sticker sets order, pass false to change ordinary sticker sets order
sticker_set_ids	Array of long	Yes	Identifiers of installed sticker sets in the new right order

Return type: Ok
