Rate a call, returns info about the rating message sent to the official VoIP bot.

### Parameters:

|rating|[int](/API_docs/types/int.html) | Rating in `1-5` stars | Optional|
|comment|[string](/API_docs/types/string.html) | An additional comment | Optional|
