Shuhei Tanuma e765597f65 for now, php-uv can build on windows box. but it requires some work.

* make libuv first.
* after configure, add Iphlpapi.lib and psapi.lib on your Makefile directly.
* don't mix debug / release build (LIBCMTD conflicts)
