Parameters:

chat_id	CLICK ME int53	Yes	Chat identifier
photo	CLICK ME InputFile	Yes	New chat photo. You can use zero InputFileId to delete chat photo. Files accessible only by HTTP URL are not acceptable

Return type: Ok
